The Association of North East Asia Regional Governments |

Background
The Association of Northeast Asia Regional Governments was established
in Gyeongsangbuk-Do, Korea in September 1996 under the initiative of
local governments in Northwest Pacific region in order to promote
active and smooth interaction and cooperation among various districts
in Northeast Asia Region. The Environment Subcommittee was agreed
to be set up at the meeting of the Association of Northeast Asia Regional
Governments which was held in October 1998. The general meeting and
the meeting of the Administrative Subcommittee were held annually
and biannually respectively after its establishment.
From May 2001, there has been a permanent secretariat in Gyeongsangbuk-Do of Korea. |

Objective
Its aim is to promote the development of the whole region of Northeast
Asia by forming a network for interaction and cooperation and a reliable
relationship based on mutual understanding among local governments. |

Activities
(1) to hold a periodic meeting of the Northeast Asia Regional Governments
(biannual).
(2) to collect and disseminate information and data on regional economy,
technology and development.
(3) To support and facilitate activities concerning interaction and
cooperation |

The association consists of 81 local governments of 6 countries (13 in China,
11 in Japan, 16 in Korea, 2 in DPRK, 22 in Mongolia and 17 in Russia)

The Environmental Subcommittee |

Background
The Environment Subcommittee is one of the five Subcommittees (14 Sub-Cs. in Oct.2014) which were agreed to be established at the meeting of the Northeast Asia Regional Governments in October 1998.
At the first meeting of the Environment Subcommittee of the Association of Northeast Asia Regional Governments held in July 1999, Toyama Prefecture was elected as its coordinator who is responsible for the liason, coordination and management of the Environment Subcommittee.
At the meeting Measures to promote environmental cooperation including joint surveys etc were also discussed and an uniform survey (on proposal of individual projects and the members willingness to take part in them) was decided to be carried out in order to select and implement these environment-related proposals. |

Objective
The objective of the Environment Subcommittee is to coordinate opinions, and plan, discuss and review related projects in order to secure smooth implementation of individual projects. |

Implementing Structure
(1) Coordinator (the local government responsible for the liason, coordination and management of the Environment Subcommittee) : Toyama Prefecture
(2) Participating Local governments :
local governments which were interested in the environment and applied for participation

Implementation of Individual Projects
The Environment Subcommittee will carry out a survey of proposals concerning new individual projects on the participating local governments.
It will study and decide on the individual projects to be implemented by the Subcommitte after making necessary investigations as well as considering related opinions on proposed projects. |
